Purpose of Job The purpose of this classification is to promote greenway and trail development in the Knox County, working from the Goals, Objectives, and Strategies outlined in the Knox County Greenway Corridor Study and in the Greenway Guidelines for the East Tennessee Region. This is a safety-sensitive position subject to a drug screen.
Essential Functions The Greenway Coordinator is responsible for the following essential functions:
  • Serves as a liaison to the member localities, including staff and elected officials; represents Knox County Parks and Recreation at the Great Smoky Mountain Regional Greenway Council Meetings.
  • Coordinates the volunteer work for Greenways and other volunteer organizations, including design, compliance, funding, and locality approvals of projects.
  • Coordinates and manages volunteers for work on trail building, greenway amenities, and maintenance projects.
  • Represents Knox County Parks and Recreation to local, state, federal and not-for-profit agencies and organizations involved with greenways, blue trails, tourism, transportation, open space and natural resource issues.
  • Represents Knox County Parks and Recreation at meetings and conferences providing information regarding the status of the greenway system, financing, and technical design issues; prepares written and/or oral reports for presentation to a variety of individuals and groups.
  • Writes grants and applications and assists in finding funding, including in-kind contribution sources, for greenway construction and various greenway projects and events.
  • Serves as spokesperson for Knox County Parks and Recreation with respect to inquiries from the public and the press, including presentations to groups and partners regarding greenways.
  • Performs outreach and educational activities regarding greenways and trails.
  • Coordinates with localities to achieve goals in marketing, public relations, special events, standards, and fundraising.

Additional Job Functions
  • Respond to and report immediately if called upon by local, regional or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor’s Office
  • Ensure regular, punctual attendance during scheduled work hours
  • Perform other duties as required
Minimum Training & Qualifications
  • Bachelor’s degree in forestry, natural resource management or related field required.
  • Five (5) or more years professional experience in public administration or related private sector work.
  • Five (5) or more years’ experience directly related to greenway planning within a local government context or supplemented by local government experience. Professional certification or license in field, i.e., American Institute of Certified Planning, licensed Landscape Architect, etc.
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position
Specialized Knowledge
  • Knowledge of greenway and trail design standards such as American Association of State Highway & Transportation Officials (AASHTO); Crime Prevention Through Environmental Design (CPTED), Internal Mountain Biking Association (IMBA), U.S. Forest Service, National Park Service and Appalachian Trail.
  • Knowledge of techniques of citizen participation in public sector planning.
  • Knowledge of land use and stormwater regulations and their impact on trail development and open space.
  • Ability to plan, initiate, and execute projects from start to finish
  • Knowledge of contracting, consultant selection, right-of-way acquisition, construction contract requirements and TDOT procedures for locally administered projects.

  • Ability to communicate effectively - both orally and in writing; ability to explain information to a variety of individuals (i.e., business groups, community groups, individual property owners, contributors, etc.); ability to express ideas clearly, concisely, and convincingly.
  • Ability to prepare plans, maps, graphic exhibits and presentations using  ArcGIS, Adobe and Microsoft Office software.
  • Ability to establish and maintain an effective working relationship with public and other employees.
  • Ability to seek, write and submit effective grant and other funding proposals.
  • Ability to keep records and maintain records; ability to learn and understand the operation of computer software for purpose of word processing, spreadsheet analysis and database management.
  • Ability to develop budgets and coordinate audits.

Physical Requirements
  • Must be physically able to perform the basic life operation functions of stooping, kneeling, bending, crouching, crawling, reaching, standing, walking, pulling, pushing, lifting, fingering, grasping, talking, hearing and repetitive motions.   
  • Ability to engage in frequent physical activity such as bending, kneeling, squatting, standing for extended periods of time.  Must be able to lift up to 50 lbs.

Occupational Hazards
  • Ability to work indoors and outdoors, cold and hot weather conditions including precipitation
  • Risk of physical injury due to repetitive motions
  • Exposure to sunlight for extended periods of time
