Purpose of Job
Under general supervision, is responsible for performing complex, statistical and analytical research work for the entire department. Conducts research, needs assessments, asset inventory, writes proposals, business plans, and monthly revenue/expense reconciliations. Additional responsibilities include researching, developing, writing and monitoring federal, state and other grants; analyze findings regarding asset inventory and assist with budget preparation. Researches and prepares policies and procedures for each division; developing short and long range developmental plans including determining the fiscal impact and feasibility of the plans. May be required to make presentations to city personnel, members of the leadership team, and outside agencies.
Essential Job Duties
Assists in Tracking, Evaluating, and Reporting Department Results
  • Utilizes specialized software for supporting the planning and tracking of department programs.
  • Prepares periodic reports on department activity and final reports summarizing annual program and other activity.
  • Assists in developing budget.
  • Prepares presentations to department and City leadership.
Grant Development and Administration
  • Conducts searches for funds available to public recreation to fund projects and equipment acquisition; prepares and submits grant applications packets; administers grants in some cases.
  • Assists in grant development through working with independent contractors; identifies trends and opportunities, receives and evaluates proposals, develops contracts.
Coordinates Procedure Documentation and Department Process Improvement
  • Researches, develops and proposes standard operating procedures and manuals for various divisions.
  • Researches and develops appropriate operational methodology for new or established department standard programs and procedures.
  • Researches and provides recommendations for the divisions for the city’s procurement and other processes.
  • Prepares benchmarking documents for the various divisions.

Requirements Qualifications
Education and Experience: Any combination of training, education and experience equivalent to graduation from college or university with a Bachelor’s Degree in Public/Business Administration or a related field plus two (2) years of previous experience and/or training involving computer hardware and software programs/databases and exposure to parks and recreation services and program development.
