Assistant Director, Parks & Recreation

General Statement of Duties and Distinguishing Features of Class
This individual works under the general direction of the Parks & Recreation Director and provides the organization, coordination and direction for operations of all Parks and Recreation Department parks and recreation facilities including Mason Community Center and the Mason Municipal Aquatic Center.  
Work involves responsibility for planning, organizing, coordinating, and directing employees that implement the daily operations held at City parks and recreation facilities.  
The individual will exercise supervision over full-time personnel, part-time employees, seasonal employees, interns and volunteers working in City parks and recreation facilities. 
The individual will communicate to build understanding, support and acceptance among employees, citizens and partnering organizations.  This position works closely with the City of Mason Service Department to report and coordinate program and event needs as well as repairs and maintenance for parks and recreation facilities.  The individual also maintain an effective working partnership relationship with the Mason City School District and various community organizations. This individual will implement coordination of scheduling of all user groups for all Parks & Recreation facilities and parks.  
This is a public service job based in trust, credibility, and competency.  It is a critical requirement of this position that the incumbent displays the desire and ability to perform and behave (on duty, as well as off duty) in a manner that does not damage or endanger the loss of trust with the public, co-workers, and other public safety forces.  Candidate must meet the following qualifications and requirements at time of appointment.
Examples of Work (Illustrative Only)
Oversee the day to day programming of municipal parks, Community Center and Mason Municipal Aquatic Center operations;
Supervises and provides guidance to full time and part time employees within the department;
Work required hours, attending special events, evening meetings, and other time related issues as the position may require;
Coordinates Department programs and activities with other departments; 
Assists in the development of long and short-range plans for the Department of Parks and Recreation;
Recommends the development of park and playground areas and of appropriate structures and facilities so as to best serve the interests of the community;
Establishes procedures, guidelines, rules, and regulations for the Department;
Assists with the preparation and justification of department budget and controls organization expenditures;
Supervises data-gathering and research activities to support park and recreation 
Prepares reports, plans, specifications and estimates involving extensive research on park planning projects;
Assists in the preparation of the Capital Improvement Program and Operating Budget requests;
Interprets and promotes Department services and policies; Assists in the development of a program of public relations, publicity, and cooperation with other agencies;
Prepares or directs the preparation of periodic and special reports;
Interprets the program through press releases, speeches, and radio addresses; representation on inter-organization councils and committees; and contact with community agencies and groups, both public and private;
Coordinates with Human Resources personnel functions including hiring, disciplining, grievance hearings, and performance evaluation;
Assists in the preparation of  applications for State and federal funding for parks and recreation programs;
Coordinates, cooperates and communicates with all City of Mason departments;
Researches and prepares related maintenance/management recommendations as requested;
Makes presentations concerning programs and plans at various public hearings and meetings;
Attends meetings and prepares reports for the Director of Parks and Recreation and City Administration as requested;
Represents the City of Mason Parks and Recreation department at public forums, professional conferences and community meetings as requested.
Identifies and responds to community concerns consistent with established policies.
Plans, implements and supervises park and open-space acquisition and the development of recreational facilities; does related work as required;
Assists the director in managing the operations and direction or the department within the context of strategic goals and objectives
Performs related work as assigned.

Requirements Skills, Knowledge, and Abilities The following is preferred:
Extensive knowledge of all phases of park and recreation planning and related administration; including open-space and park development;
Considerable knowledge of municipal government budgeting and fiscal management; ability to plan, organize, and direct comprehensive programs in parks and recreation;
Ability to cooperate with and interpret recreation philosophies to authorities, public and private groups, agencies and the general public;
Ability to develop and maintain high morale and enthusiasm; good judgment; good knowledge of recreational to include facilities, parks and waterways.
Good knowledge of resource management; personnel principles and practices
Ability to perform technical research and to give reliable advice on planning problems;
Ability to express ideas clearly and concisely both orally in public speaking and in writing;
Ability to establish and maintain effective working relationships with staff, City of Mason  employees and the public;
Ability to supervise; select, develop, and evaluate staff to accomplish departmental objectives.
Ability to carry through a project from inception to completion, coordinating all aspects so that projects are completed in a timely manner without unnecessary delay; good judgment.
Knowledge of public relations, marketing and public information concepts and practices
Demonstrated experience related to a spectrum of direct recreation program delivery, including but not limited to program development, execution, and evaluation, budget management, pricing strategies, program life cycles and equity.
Demonstrated experience related to best practices and standards related to the National Parks and Recreation Commission for Accredited of Parks and Recreation Agencies and/or serving as an executive lead within an accredited agency.

Minimum Education, Experience, and Requirements:
Possession of a bachelor's degree in Recreation and Park Administration, Recreation and Resources Development, Public Administration or related field (5) years of progressively responsible upper management level experience in public parks or recreation or related field. Masters degree preferred.
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Responsible for the full range of supervisory and management activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Provide management level leadership to implement and strategic goals and direction for the department.
Physical Requirements:
Capable of changing positions (sitting, standing, walking, etc.) and locale for brief to extended periods of time;
Able to perform on-site program instruction and leadership at varying sites;
Ability to work in adverse environmental conditions (i.e., hot, humid, cold, rain, etc.);
Mobility to perform the functions of the position and to enter/exit department vehicles routinely;
Lift up to 30 lbs. of materials independently.
Normal visual acuity to see objects up close or at a distance, with or without correction, or with or without reasonable accommodation;
Auditory acuity to hear pagers, cell phones, telephones, etc. with or without reasonable accommodation;
Manual dexterity to perform clerical tasks such as keyboarding, answering phones, using communication devices, running a cash drawer with credit card readers and cash to include coins, etc. Ability to mentally handle associated tasks, problems, solutions, and all other mental tasks associated with positions of this nature.
